Mr. Billy Marston

Billy is an eminent economist who has had an illustrious international career at the international Monetary Fund (IMF) for over two decades. During that time, Billy held a number of senior executive roles where he had responsibility for macroeconomic policy making, macro-financial surveillance and program design and oversight of a range of advanced emerging and developing countries. 

In his last role at the IMF, Billy served as Director of the Risk Management Unit where he developed an integrated framework for managing strategic, financial and operational risks across the business lines of the International Monetary Fund, and chairing the Enterprise Risk Committee, reporting to the Executive Board.  Over the course of his career, Billy has garnered extensive leadership experience in managing strategic initiatives to position the IMF on global issues, having close to 20 years of experience in high level engagement/negotiation with senior government officials and private sector executives on issues of policy setting vis-à-vis country risk profiles. 

Billy continues to make important contributions toward improving the effectiveness of Jamaica’s macro-economic policy, serving as Chairman of the Financial Deepening Implementation Committee established by the Minister of Finance. He is also a member of the Monetary Policy and Financial Stability Board Committees of the Bank of Jamaica. Other notable external service includes Secretariat Member of the G-20 Eminent Persons Group on Global Financial Governance (2018).
